Runescape, Serbia and sanctions

Runescape. Serbia. Sanctions. Membership. And so on and on...
Those are terms that are going around my head for 3 years now.
Because I love Runescape.
I can not play Runescape!

This is a document/act that doesn't allow players from Serbia to pay membership for Runescape. I got it from a UK Treasury via E-Mail.
We had a president of our country, who is dead now, Slobodan Milosevic. You all heard about him. Nasty prick, arrogant and bad leader. World, UN and EU have blocked Serbia with sanctions back in 90's. Full sanctions. Than, those sanction was lifted in 2000. But one sanction towards Serbia is still active and its from 2001. UK also have it and that's the document I have linked.
Lets check on it.
"Financial sanctions against the Federal Republic of Yugoslavia and Serbia have been further modified to cover only those funds belonging to the former President of the FRY, Mr Slobodan Milosevic, and certain members of his family and other close associates."
=> Ok, he is dead. People, he is dead. And one more time: he is dead. Thank you. And we can see that this act is for certan people, not all people from Serbia.
FRY Accounts
4. The sterling or foreign currency accounts of the former President of the FRY, Mr Slobodan Milosevic, and the persons listed in the Annex to the new Regulation, held in the United Kingdom by persons which have been authorised by the Financial Services Authority, or by European authorised persons, should be designated as FRY Accounts. Funds held by solicitors, accountants and other persons should be treated similarly.
=> This is where FRY Accounts are defined.
5. Payments to or from FRY Accounts are prohibited unless permitted by an exemption granted by the European Commission for humanitarian purposes.
=> OK, this is the main point, the source of this payment problem. Jagex Ltd. took this 5th code and made a decision to forbid us, Serbian citizens, to pay a membership. But they haven't read the 4th code, where FRY Accounts are defined.
Simple as a pie.
What I have done about this issue? I have sent 30 mails to all kind of institutions: Jagex Ltd. UK government and its institutions, Jagex CEO, EU institutions and so on and on... No solution at all. Jagex is not responding at all. They do not want to listen me. Why? I do not know...
I am not giving up. I am saving up my money on a telephone bill so I can get in contact via phone with Jagex. Saving for a trip to Belgrade to UK embassy.
Long fight. 3 years now. No one is winning - Runescape lost money from us and good players, we lost a chance to play Runescape.
